Even though the art was inconsistent, I thought the basic style was so attractive that it didn’t really matter and, IMO, is the least of problems in this series

At the end of the episode, I was just thinking to myself: Are you kidding me. I mean, you just introduced like seven characters and then it just ends! It would have been better just to forget about this whole new arc thing and did a filler-esque episode to make it feel more rounded off…as someone who hasn’t read the manga, this is very disconcerting

It was XEBEC M2, a subsidiary of XEBEC, who handled the animation production of the entire series, so that’s why the inconsistencies appear every now and then.
Moreover, this series had a low budget and I think they took away more of it as they saw the ratings or something. It was not a very popular show on TV Asahi, so my guess is that they pulled the plug on episode 11 and left the other two on the DVDs to gain some $$$.
To think that if they had gone the Rozen Maiden way and let NOMAD animate the series, with 24 episodes at least, we would’ve have a good adaptation of the manga.
